Commuter Accounts

Like flexible spending accounts (FSAs), commuter accounts offer a before-tax benefit via payroll deduction. All eligible U.S. employees who travel to work using public transportation – such as trains, buses, subways, ferries, or vanpools – and/or pay for parking at or near work are exempt from federal and state* income, Social Security, and Medicare withholding on these expenses (up to established limits).

If you would like to participate, follow these three simple steps to enroll and purchase commuter products online:

  1. Log on to the Phillips 66 Benefits Center online at Or, access via SSO through My HR Tools. Next, select the Health & Well-Being card under the Resources section and select the Phillips 66 Benefits Center tile.
  2. Navigate to Reimbursement Accounts link on the home screen and choose Commuter Accounts.
  3. On the commuter account dashboard, click the Place an Order hyperlink.
  4. Follow the on-screen prompts to initiate your transaction and submit your order.

*Excludes Pennsylvania and New Jersey. Massachusetts allows before-tax benefit at different amounts depending on type of benefit.
